Vietnam's General Department of Taxation (GDT) mandates monthly Personal Income Tax (PIT) declarations via the eTax portal (Thue Dien Tu), with penalties for late or inaccurate filings under Decree 125/2020/ND-CP reaching up to VND 8 million per violation. Simultaneously, Vietnam Social Security (VSS) requires monthly BHXH, BHYT, and BHTN contribution reports alongside annual reconciliation filings — all submitted through the BHXH online portal. These dual obligations affect every employer with at least one registered employee, yet most SMB accounting software in Vietnam was architected before either portal existed.
The regulatory environment tightened further in 2022 when the Ministry of Finance issued Circular 78/2021/TT-BTC mandating e-invoicing for all businesses by July 2022, forcing hundreds of thousands of SMBs to digitize at least one financial workflow. That digitization wave created a receptive buyer base for payroll SaaS, but no dominant cloud-native player emerged to capture it. With Vietnam's Ministry of Labour, Invalids and Social Affairs (MOLISA) pushing labor contract digitization under the 2021 Labor Code amendments, the compliance surface area is expanding — and spreadsheet-based operations are becoming legally untenable.
